McCormac - Resolutions from EIS SGM
Negotiating Priorities
"That this SGM note the publication of the McCormac Report: "Advancing Professionalism in Teaching – Report of the Review of Teacher Employment” and confirm the decision of the 2011 AGM that the pay and conditions of service of teachers and associated professionals should remain subject to collective bargaining arrangements through the SNCT. This SGM further resolve that EIS representatives on the SNCT should pursue the following objectives in forthcoming negotiations:
(i) a list of duties for teachers and associated professionals, as set out in Part 2 of the SNCT Handbook, should be retained;
(ii) Appendix 2.6 of the Handbook should be retained;
(iii) a contractual working week of 35 hours should be retained;
(iv) a weekly class contact maximum of 22.5 hours should be retained;
(v) the existing clearly defined time allocated to personal time and time allocated to the collective work of schools should be retained;
(vi) mechanisms to ensure that school based decisions on the use of time remaining are subject to agreement should be retained.
Any outcome of SNCT negotiations on the recommendations of the McCormac Report should be subject to a ballot of those members who are covered by the provisions of the SNCT Handbook and, if rejected, any attempt to impose changes will be opposed using industrial action if necessary.”
Time and Place Provisions
"That this SGM instruct Council to retain the current agreement by which, if a teacher is not required to be on the school premises for certain duties, these may be undertaken at a time and place of the teacher’s own choosing.”
Chartered Teacher Scheme
"That this SGM:
(i) oppose the removal of the Chartered Teacher Scheme and;
(ii) seek to secure an end to the current freeze.”
Teaching by GTCS Teachers
"That this SGM recognise that other professionals can contribute to the educational experience of pupils. However, this SGM reject the concept that other professionals can deliver aspects of the curriculum and resolve to ensure that class teaching in the pupil day is only delivered by teachers registered by GTCS.”
CPD
"That this SGM agree to enter discussions with Scottish Government, COSLA and GTCS to consider the delivery of effective, high quality CPD subject to:
(i) the current 35 hours contractual maximum time for CPD should be retained;
(ii) any scheme of PRPD should be based on teacher self evaluation and the right of teachers to identify CPD needs linked to their assessment of their personal professional development needs.”
Primary Teachers’ Responsibilities
"That this SGM reject totally recommendation 28 that all primary teachers, in consultation with their Headteachers, should be responsible for the education of their class for the entire length of the pupil week, although they need not necessarily be in class during all these hours.”
Promoted Post Structure
"That this SGM instruct Council to reject any promoted post structure based on:
(i) devolving the determination of promoted post structure to headteachers;
(ii) the removal of the current role of LNCTs in agreeing structures;
(iii) the systematic use of temporary posts;
(iv) the flexible deployment of Principal Teachers.”
Salaries and External Research
"That this SGM reject recommendation 29 of the report on Pay and Conditions of Scottish Teachers in the McCormac Report. However, this SGM, agree with the following extract from paragraph 7.5 of the report which states: ‘it is important that teachers’ salaries are commensurate with their professional status and remain at a level that ensures that teaching is an attractive career choice’.
This SGM therefore resolve, ahead of the end of the current pay freeze, to commission external research evidence to report on Scottish teachers’ pay with reference to graduate earnings in the wider economy and within the public sector.”
Mobility Of Teachers
"That this SGM instruct Council to seek assurances that any arrangements to promote the greater mobility of all teachers, including headteachers, be subject to guidance from SNCT and agreement at LNCT level.”
Role of Headteachers
"That this SGM reject the McCormac Report’s over-reliance on the role of headteachers and instruct Council to resist attempts to increase responsibilities devolved to headteachers.”
Class Contact Time for Probationer Teachers
"That this SGM oppose recommendation 13 of the McCormac Review in relation to class contact time for probationer teachers.”
Re-Accreditation for Gtcs Registered Teachers
"That this SGM instruct Council to oppose any proposals to introduce a system of re-accreditation for GTCS registered teachers’.”
GTCS Accreditation of Non-Teachers
"That this SGM oppose the proposal that the GTCS should become involved in any form of accreditation or other validation schemes of non-teachers in the provision of school education.”
National And Local Authority Negotiating Machinery
"That this SGM agree with the retention of existing National and Local Authority negotiating machinery.”
Additional Duties For Chartered Teachers
"That this SGM instruct Council to oppose, using industrial action if necessary, any imposition of additional duties for Chartered Teachers.”
PRPD Reviews - Training
"That this SGM support recommendation 5 of the McCormac Report that those in promoted posts carrying out PRPD reviews should have sufficient training. In addition appropriate time should be made available within the 35 hour working time agreement for the PRPD process.”
PRPD For Headteachers
"That this SGM instruct Council to ensure that any national developments in PRPD for headteachers are agreed as being appropriate, relevant and rooted in educational policy and practice.”
OECD Data And The Mccormac Review
"That this SGM instruct Council to ensure that the public is made more widely aware of the OECD data referred to in paragraph 6.3 of report of the McCormac Review.”
Non-Contact Time – Working Spaces And Resources
"That this SGM instruct Council to investigate and report to members on teachers’ use of non-contact time, with particular emphasis on the accommodation, working spaces and resources available to teachers within schools during their non-contact time.”
Reduction of Class Sizes
"That this SGM rejects the assertion in the McCormac Review that "maintaining a low pupil-to-teacher ratio does not necessarily result in improved outcomes” and instruct Council to campaign for the statutory reduction of class sizes in Scottish schools.”
