At its AGM in June 2017 the EIS approved a resolution on researching the impact of increasing numbers of pupils and students being identified with social, emotional and mental health issues, at a time of cuts to additional support needs (ASN) provision. The resolution stated:

“This AGM instruct Council to investigate and report on the impact of increasing numbers of pupils and students being identified with social, emotional and mental health issues, on teachers, lecturers, students and pupils at a time of budget cuts reducing the numbers of ASN teachers and learning support assistants.”

The Education and Equality Department investigated this issue and identified significant issues, including:

  • Impacts on teachers and lecturers’ health and wellbeing

  • Impacts on teachers’ and lecturers’ workload burden

  • Impacts on pupils’ and students’ wellbeing

  • Impacts on pupils’ and students’ educational experiences.

This is a cause for serious concern.
