Employers have a duty to protect workers from health and safety risks in the workplace.
This includes providing Personal Protective Equipment (PPE) free of charge when a risk assessment indicates it is necessary. PPE is important for safeguarding employees from various hazards that cannot be eliminated through other control measures.
Hierarchy of Control Measures

Employers must follow the hierarchy of control measures to manage risks effectively.
PPE should be considered the last resort after other measures have been implemented:
- Elimination: Physically remove the hazard.
- Substitution: Replace the hazard with something less dangerous.
- Engineering Controls: Isolate people from the hazard.
- Administrative Controls: Change the way people work.
- PPE: Protect the worker with equipment.
Risk Assessment and PPE Provision
Employer Duties:
- Conduct Risk Assessments: Identify potential hazards in the workplace and determine if PPE is required to mitigate these risks.
- Provide Suitable PPE: Ensure that the PPE provided is appropriate for the specific risks identified. This includes items such as safety helmets, gloves, eye protection, high-visibility clothing, safety footwear, and respiratory protective equipment (RPE).
Selection and Use of PPE
Employer Duties:
- Proper Selection: Choose PPE that fits the worker properly and is suitable for the task. Consider factors such as size, fit, compatibility, and the physical characteristics of the user.
- Training and Instruction: Provide workers with adequate information, instruction, and training on the correct use of PPE. This includes how to wear it, its limitations, and how to maintain it.
Maintenance and Storage
Employer Duties:
- Regular Maintenance: Ensure that PPE is properly maintained and stored when not in use. This includes regular cleaning, checking for defects, and replacing worn or damaged items.
- Responsibility Assignment: Designate individuals responsible for the maintenance and upkeep of PPE, ensuring that it remains effective and safe to use.
Monitoring and Review
Employer Duties:
- Regular Checks: Monitor the use of PPE to ensure compliance and effectiveness. Address any issues or non-compliance promptly.
- Update PPE Provision: Review and update PPE requirements regularly, especially when there are changes in equipment, materials, or work methods.
