EIS 'Baffled' at GCC Decision to Pursue Former Parent Group Representative

The EIS has responded to Glasgow City Council’s decision to pursue a former representative of Glasgow City Parents Group (GCPG) for over £40,000 to recoup legal fees, following an unsuccessful legal bid for a judicial review of the Council’s education budget-setting process in respect of cuts to teaching provision.

Lawyers for GCPG sought to initiate a judicial review in 2024 after receiving confirmation that the Council did not carry out a full Equalities Impact Assessment (EQIA) before making the decision to cut 450 teacher posts over three years, declaring that the Council failed to fulfil its legal obligations.

However, the call for a review was rejected by a judge primarily on procedural grounds of time-bar. The rationale for the call was not found to be insufficient

Speaking on the Council’s decision, EIS General Secretary Andrea Bradley said, “We are baffled at the moral absurdity of Glasgow City Council pursuing an individual who acted as a representative of a parents' organisation that rightly campaigned, including through legal challenge, against cuts to teaching provision in Glasgow’s schools.

"The Council did not go through with these cuts due to persuasive campaigning by parents, and EIS members, who made clear their willingness to take strike action to defend jobs and protect quality education."

"The decision to cut teacher numbers and teaching provision was wrong, and the lack of transparency in respect of that decision-making process was also wrong.

"Glasgow City Council should be apologising to parents for their previous poor handling of this matter, rather than vindictively going after their representatives. City of Glasgow Council must drop the vengeful action against a parent who stood up with other parents for Glasgow’s children and must focus instead on what it should be doing: ensuring the best possible quality of education for children and young people in the City’s classrooms."
