Reduction in Class Contact Time
Following the declaration of formal dispute on the failure to implement the Scottish Government’s commitment to reduce class contact time to 21 hours, there have been two meetings of the SNCT Joint Chairs held in attempt to begin progress towards an acceptable resolution. Tangible progress has been limited and in response to this, the SNCT Teachers’ Panel agreed to write to the First Minister outlining its concerns on the matter.

A response has been received from the First Minister and work is currently underway to arrange a further meeting of the SNCT Joint Chairs to discuss its content. A special meeting of the EIS Salaries Committee will take place in the coming weeks, prior to a special meeting of the SNCT Teachers’ Panel to determine the next steps in the formal dispute.
The EIS remains completely committed to ensuring that the reduction in class contact time is implemented and that the full reduction in time is afforded to workload reduction by being added to the 'preparation and correction' component of the 35-hour working week.

Since the submission of the SNCT Teachers’ Panel pay claim in February, there have been two meetings of the SNCT Extended Joint Chairs – the group within the SNCT bargaining structure that negotiates pay. As members will be aware, a 3% offer from the Employers’ Side was unanimously rejected by the SNCT Teachers’ Panel. It is imperative that an improved offer, that continues steps towards the restoration of teacher pay, is made in time for the implementation date for an uplift of pay on 1st August 2025. The EIS, through the SNCT Teachers’ Panel, will continue to press for as swift an agreement on pay as possible.

Following a correspondence sent by the General Secretary to HMRC in February 2025, HMRC have now informed the EIS that further guidance has been issued to Local Authorities regarding situations where corrective action would and would not be required by employers in relation to backdated tax.
HMRC have shared this guidance with the EIS and indicated a willingness to meet with EIS Officials as part of a desire to bring resolution of the issue. A further update on this work will be issued to members as soon as possible.
